Why are my W-2 Box 16 New York Wages overstated?

If you moved or relocated from New York, the discrepancy between the wages is technically correct based on New York's requirement. 

The State of New York requires the wages reported in Box 16 to match Box 1 even if you did not work in New York for the entire year.
