Does the COVID-19 FMLA expansion affect how much FMLA time I can take this year?

No - the Family and Medical Leave Act expansion provided by the Families First Coronavirus Response Act does not change how much Family and Medical Leave time you may take this year; you may still only take a total of twelve weeks for FMLA or expanded Family and Medical Leave during a twelve-month period.

If you have not taken FMLA time prior to 4/1/2020, the recent expansion means you can take up to twelve weeks, of which ten will be paid under the expanded policy.
